अन्योलमा राजस्व समूहको प्रोत्साहन भत्ता </p>
<p>प्रोत्साहन भत्ता प्रणाली आफैमा राजस्व प्रशासन र समग्र अर्थतन्त्र सुधारको अर्जुनवाण होइन । यद्यपि, यस प्रणालीको निरन्तरताले राजस्व प्रशासनलाई उद्देश्यमूलक व्यवस्थापनको मर्मबमोजिम रूपान्तरण गर्ने कुरामा कुनै सन्देह छैन । </p>
<p>नेपाल सरकारले २०६५ साल मङ्सिर महीनादेखि राजस्व प्रशासनमा कार्यसम्पादनमा आधारित प्रोत्साहन भत्ता दिने प्रणाली शुरू गरेको हो । सदाचार प्रवद्र्धन गर्ने उद्देश्यका साथ वर्तमान प्रधानमन्त्री डा. बाबुराम भट्टराई अर्थमन्त्री भएकै बेला नेपालका सबै आन्तरिक राजस्व तथा भन्सार कार्यालयहरूमा यस प्रणालीलाई विस्तार गरिएको हो । आर्थिक वर्ष २०६३÷०६४ मा डा. रामशरण महत अर्थमन्त्री भएका बेला यो प्रणाली ठूला करदाता कार्यालय र सुख्खा बन्दरगाह भन्सार कार्यालयमा नमुनाका रूपमा लागू गरिएको थियो । यो प्रणालीअन्तर्गत राजस्व प्रशासनमा कार्यरत कर्मचारीहरूले पूर्वनिर्धारित लक्ष्यअनुरूपको कार्यसम्पादन गरेबापत आफ्नो शुरू तलब स्केलको २ सय प्रतिशतसम्म मौद्रिक प्रोत्साहन पाउने व्यवस्था गरिएको छ । तर, अहिले यस प्रणालीले निरन्तरता पाउने हो कि होइन भन्ने विषय नेपालको समग्र राजस्व प्रशासनको सरोकार र चासोको विषय बनेको छ । </p>
<p>कार्यसम्पादनमा आधारित प्रोत्साहन प्रणाली लागू भएको ५ वर्षमा नेपालको सार्वजनिक प्रशासन एवम् सिङ्गो अर्थतन्त्रमा यस कार्यक्रमको मिश्रित प्रभाव देखिएको छ । समान सेवा, समूह, दर्जा र तहका कर्मचारीहरूबीच पारिश्रमिक विभेदपूर्ण बनाएको आरोप यस प्रणालीलाई लागेको छ । प्रोत्साहन भत्ता लागू नभएका निकायहरूबाट लागू भएका निकायहरूमा सरुवा भई जाने कर्मचारीहरूको दबाब पनि अत्यधिक छ । यसबाहेक आन्तरिक राजस्व तथा भन्सार कार्यालयहरूमा लागू भएको यस कार्यक्रमलाई नजिर बनाई अन्य सरकारी निकायहरू समेतले यस्तै प्रोत्साहन प्रणालीको माग राख्ने होडबाजी नै चलेको छ । विगतका केही पात्र र प्रवृत्तिहरूलाई नजिर बनाई टेबलमुनि र टेबलमाथिबाट दोहोरो फाइदा गरिने मालदार अड्डासँग तुलना गरेर पनि यस प्रणालीको आलोचना हुने गरेको छ । यस प्रणालीले मुख्य रूपमा राजस्व सङ्कलनको दरमा अभिवृद्धि गर्ने उद्देश्य लिएको तथ्य अवश्य पनि साँचो हो । तर, प्रोत्साहन भत्ताको निरन्तरता हुँदाहुँदै पनि राजस्व प्रशासनले गतवर्ष निर्धारित लक्ष्यको ९२ प्रतिशतमात्र राजस्व सङ्कलन गर्न सक्यो । त्यसैले पनि प्रोत्साहन प्रणालीको निरन्तरतामाथि प्रश्नचि≍न लगाइदिएको छ । </p>
<p>तोकिएको लक्ष्यबमोजिमको कार्यसम्पादन गरी अधिकतम प्रोत्साहन भत्ता प्राप्त गर्न यो प्रणालीले कर्मचारीहरूमा नतिजामुखी उत्कृष्ट कार्यसम्पादन गर्ने प्रतिस्पर्धाको थालनी गराएको छ । आकर्षक पारिश्रमिकको अवसरसँगै नेपालको श्रमबजारका सर्वोत्तम प्रतिभाशाली युवाहरूमा लोकसेवा आयोगको परीक्षा उत्तीर्ण भई राजस्व समूहमा प्रवेश गरी राष्ट्रसेवा गर्ने अभियानको पनि शुरुआत भएको छ । यसले प्रतिभा पलायनलाई नियन्त्रण गर्नसमेत योगदान पु¥याएको छ । निजामती सेवा ऐनअनुसार सञ्चित गर्न नमिल्ने घरबिदा, भैपरी आउने र पर्वबिदाजस्ता बिदाहरू उपयोग गर्नकै लागि पनि कार्यालयमा अनुपस्थित रहने प्रथा नेपालका अन्य सरकारी निकायहरूमा विद्यमान छ । तर, सात दिनभन्दा लामो समय कार्यालयमा अनुपस्थित रहने कुनै पनि कर्मचारीले उक्त महीनाको प्रोत्साहन भत्ता नपाउने व्यवस्था यस प्रणालीमा गरिएकाले कर्मचारीहरू नियमित कार्यालयमा उपस्थित हुने चलनको पनि शुरुआत भएको छ । प्रसूति स्याहार तथा किरिया बिदा बस्न पाउने समयमा समेत कार्यालयमा उपस्थित भई कर्मचारीले कामकाज गरेका उदाहरणसमेत छन् । कर्मचारीहरू स्वतःस्फूर्त रूपमा परिचालित भई आफ्नो शाखालाई अन्य शाखाभन्दा उत्कृष्ट सावित गर्न जागरुक हुन थालेका छन्, जसले गर्दा कार्यालयमा ढिलासुस्ती र अनियमिततामा उल्लेखनीय न्यूनीकरण भएको छ । यसलाई प्रोत्साहन प्रणालीको सफलता मान्न सकिन्छ । </p>
<p>गतवर्ष लक्ष्यअनुसारको राजस्व सङ्कलन हुन नसक्नु भनेको विशिष्ट अर्थशास्त्रीय परिस्थितिको उपज पनि हो । राजस्व प्रशासनको उल्लेखनीय तदारुकता रहँदा पनि बा≍य परस्थितिका कारण तोकिएको राजस्व लक्ष्य हासिल हुन सकेन । तर, यसैलाई उदाहरण बनाएर असफलताको आरोप लगाउँदै यस प्रणालीको आलोचना गर्नेहरूले यसअघिका ३ वर्षको उपलब्धिलाई बिर्सनु न्यायसङ्गत हुँदैन । स्मरण रहोस् उक्त ३ वर्षमा राजस्व वृद्धिदर औसत २५ प्रतिशतको हाराहारीमा थियो । विश्व आर्थिक मन्दीको परिवेशमा उक्त वृद्धिदर अवश्य पनि निराशाजनक होइन । यस प्रसङ्गमा राजस्व समूहका सबै कर्मचारीले आफ्नो तलब स्केलको २ सय प्रतिशत नै प्रोत्साहन भत्ता पाएका छन् वा पाउँछन् भन्ने होइन । २ सय प्रतिशत प्रोत्साहन भत्तालाई तीन दर्जनभन्दा बढी सूचकाङ्कमा बाँधिएको छ । उक्त सबै सूचकहरू पूरा गरेपछि मात्र २ सय प्रतिशत प्रोत्साहन भत्ता पाइने प्रावधान छ । अहिलेसम्म सबै कार्यालयका कर्मचारीहरूले हासिल गरेको प्रोत्साहन भत्ता औसतमा १ सय २५ प्रतिशतको हाराहारीमा छ । अर्थ मन्त्रालयका केन्द्रीय निकायहरूबाहेकका आन्तरिक राजस्व कार्यालय, करदाता सेवा कार्यालय, भन्सार कार्यालय र भन्सार जाँचपासपछिको परीक्षण कार्यालयमा कार्यरत करीब ४ हजार राष्ट्रसेवकमात्र यस प्रणालीमा आबद्ध छन् । यस प्रणालीमा आबद्ध कर्मचारीहरूमध्ये ५० प्रतिशत नेपाल प्रशासन सेवा राजस्व समूहका निजामती कर्मचारीहरू छन् । बाँकी अन्य विभिन्न सेवा र समूहका निजामती कर्मचारी छन् । </p>
<p>सरकारी कोषबाट तलबभत्ता पाउने शिक्षक, प्रहरीलगायत सबै राष्ट्रसेवकहरूको सङ्ख्या ४ लाखको हाराहारीमा छ । यस प्रणालीमा आबद्ध भई कुल राजस्वको ९५ प्रतिशतभन्दा बढी अंश सङ्कलनको कार्यमा प्रत्यक्ष रूपमा संलग्न कर्मचारीहरूको सङ्ख्या कुल सरकारी कर्मचारीहरूको करीब एक प्रतिशतभन्दा कम नै हो । प्रोत्साहन भत्तामा आबद्ध सबै ४ हजार कर्मचारीको औसत तलब स्केल १५ हजार मान्ने हो भने पनि यस कार्यक्रमको वार्षिक लागत १ अर्बभन्दा कम नै पर्छ । वार्षिक साढे २ सय अर्ब राजस्व सङ्कलन गर्ने राष्ट्रसेवकहरूलाई प्रोत्साहन गर्न यो रकम लगानी गर्दा राज्यको अर्थतन्त्रमा खासै नकारात्मक असर पर्ने देखिँदैन । यसरी हेर्दा यस कार्यक्रमको लागत यसका प्रत्यक्ष र अप्रत्यक्ष लाभहरूको तुलनामा नगण्य नै हो । सरकारी कोषबाट तलबभत्ता खाने सबै ४ लाख राष्ट्रसेवकहरूलाई तत्कालै त्यस्तो प्रोत्साहन भत्ता दिन सक्ने वित्तीय क्षमता राज्यसँग छैन । तर, प्रोत्साहन भत्तामा नगण्य रकम लगानी गर्दा सिङ्गो राजस्व प्रशासन नतिजामुखी, उत्कृष्ट कार्यसम्पादन गर्न दत्तचित्त भई लागिपर्छ र यो प्रयास राजस्व प्रशासनमा सुशासन कायम गर्दै सिङ्गो अर्थतन्त्रलाई सबल, सक्षम र पारदर्शी बनाउन कोसेढुङ्गा सावित हुन्छ भन्ने तथ्य हालसम्मको परीक्षणबाट प्रमाणित भइसकेको छ । </p>
<p>विभिन्न अध्ययन र अनुसन्धानको निष्कर्ष एवम् अन्तरराष्ट्रिय मुद्राकोषलगायतका विदेशी दातृनिकायहरूको सिफारिशसमेतका आधारमा राजस्व प्रशासन एवम् सिङ्गो अर्थतन्त्रको सुधारका लागि यो कार्यक्रम आरम्भ गरिएको थियो । तर, केही प्रशासकहरूको एकोहोरो जिद्दी तथा ट्रेड युनियनका नेताहरूको ईष्र्याका लहडमा यो प्रणाली अहिले जीवन र मरणको दोसाँधमा पुगेको छ । व्यवस्थापिका संसद्को बहुमतबाट पारित भइसकेको चालू आर्थिक वर्षको बजेट वक्तव्यमा यस प्रणालीका परिसूचकहरूलाई थप वैज्ञानिक तुल्याउने गरी निरन्तरता दिइएको बेहोरा उल्लेख गरिएको छ । व्यवस्थापिका संसद्ले समेत यस प्रणालीबाट राजस्व सङ्कलनमा वृद्धि भएको, कार्यसम्पादनस्तरमा गुणात्मकता आएको एवम् कर्मचारीहरूमा समूहमा काम गर्ने संस्कृतिको तथा सेवाग्राहीप्रतिको दायित्वबोधसमेत बढ्दै गएको तथ्यलाई स्वीकार गरिसकेको छ । तर, आर्थिक वर्ष शुरू भएको ६ महीना बित्न लागिसक्दा पनि भत्ता प्रणालीका परिसूचकहरूलाई कसरी थप वैज्ञानिक बनाउने भन्नेबारे कुनै सार्थक प्रयास हुन सकेको छैन । यस सम्बधमा प्रधानमन्त्री तथा मन्त्रिपरिषद् कार्यालयमा पुगेको फाइल विभिन्न बहानामा पटकपटक अर्थ मन्त्रालयमै फर्किने गरेको परिदृश्यबाट कायक्रमको निरन्तरतामा अन्योल थपिएको छ । प्रोत्साहन भत्ता प्रणाली आफैमा राजस्व प्रशासन र समग्र अर्थतन्त्र सुधारको अर्जुनवाण होइन । यद्यपि, यस प्रणालीको निरन्तरताले राजस्व प्रशासनलाई उद्देश्यमूलक व्यवस्थापनको मर्मबमोजिम रूपान्तरण गर्ने कुरामा कुनै सन्देह छैन । सदाचार, पारदर्शिता र स्वच्छतालाई आन्तरिक राजस्व र भन्सार कार्यालयमा टिकाइ राख्नकै लागि पनि प्रोत्साहन कार्यक्रमको निरन्तरता वाञ्छनीय छ । कार्यक्रमबाट राजस्व प्रशासनमा देखिएको परिवर्तनले सुशासनसहित सरकारी ढुकुटी बलियो बनाउनेमात्र नभएर स्वदेशी एवम् विदेशी लगानीकर्ताको व्यावसायिक लागतसमेत किफायती हुने निश्चित छ । समूहगत रूपमा लागू गरिएको यस प्रणालीलाई व्यक्तिगत स्तरको कार्यसम्पादनसँग आबद्ध गरी अझ बढी वैज्ञानिक ढङ्गले लागू गरिनु वाञ्छनीय देखिन्छ । लेखक त्रिवि भन्सार कार्यालयका भन्सार अधिकृत हुन् । </p>

			<content:encoded><![CDATA[<p>हाल का दिन्हरुमा नेपाल क सर्वजानिक सन्स्थानहरुमा कार्यरात कर्मचारी ले बोनस ऐन बमोजिम पाउनु पर्ने बोनुस रकम भुक्तनी दिने व नदिने भन्ने बिसय म ठुलो बहस भएको छ । आज (२०६७्१०्९) मा मात्र अर्थ मन्त्री ले कृसी बिकास बैंक का कर्मचारी हरु लाई बोनस खान को लागि अख्तियर र लेखा समिती लाई रिझा्उने सुझाव दिएका छन ।</p>
<p>बोनस न त मन्त्री ले खुवा्उने हो न त अक्क्तियार ले नै । म कुनै सन्स्थान को कर्मचारी पनि होईन र मैले कुनै बोनुस पा्उने पनि होईन ।<br />
ती सार्वजनिक सन्स्थान का कर्मचारीहरु सबै श्रमिक हुन्, त्यो पनि ट्रेड युनियन अधिकार सहित का ।</p>
<p>बोनस ऐन मा सम्सोधन नभए सम्म हाल को ऐन ले दिएको अधिकार बमोजीम तीनहरुले बोनस खान पाउनु पर्छ भन्ने मेरो राय छ ।</p>
<p>यदी सन्चित नोकसनी पुर्ती नगरे सम्म बोनस नदिने हो भने कानुन बनएर भविस्य मा लगु गर्न सकिन्छ । भविस्य मा बन्ने कानुन लाई ब्यख्य गरेर बिगत र बर्तमन मा कुनै कर्मचारी को सुबिधा कटौती गर्ने अधिकार कसैलाई छैन, यहाँ सम्म कि स्व्याम अख्तियार र लेखा समिती लाई पनि । </p>

			<content:encoded><![CDATA[<p>हेटौंडा बाट मोटर बाईक मा आफु मात्रै आइरहेको थिए । मन मनै सोच आयो कोही साथी भेटी हाले पनि त हुन्थ्यो । एउटा मोटरसाईकल आयो दुइ जना सुन्दरी हरु पछाडी बसेका अनि एउटा मोटे केटोले चलाई रहेको । मेरो छेउ म आएर त्यो पछाडी बस्ने सुन्दरी ले मुस्कुरौदै भनेए लौन दाई ३ जना जना सार्है गर्हो भयो १ जना लागि दिनु पर्‍यो ।मलाई त ढुङो खोज्दा देउता नै पाए जस्तै भयो । मैले बाईक रोके अनि अलि पछाडी त्यो बाईक पनि रोकियो । मा looking glass बाट पछादी हेर्दै छु । driving गर्ने केटो ले हेल्मेट खोल्यो,पछादी कि केटिले हेल्मेट लगाइ नै त्यो केटो मेरो बाईक तर्फ लम्किन थाल्यो । मलाई खोइ के बुद्धी आयो कुन्नी मैले पनि आफ्नो बाईक को start buttom दबए अनि 80 km/hr को गती मा आफ्नो बाईक डौडाए&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.</p>

Now a days it is so hard to find the bus with no slogans like this in east Nepal . <span id="more-18"></span></span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><strong><em><span style="font-size:13pt;color:#244061;">Who writes such slogan ? </span></em></strong><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">one of the  bus drivers told the Limbu men asked the bus to stop and they wrote the slogan in his bus last week at pathari of the Mahendra Highway , between Ithari and Damak . he added he would not like it to be written in his bus still he could not denied,because he has to pass by the same way everyday . </span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">I  asked <strong><em>why they may have written such type of slogans ?</em></strong> The bus driver told they would like to have the independent state of their own throughout the land which the ancestors of Limbu had ascribed in the  past , which the Limbu people had to loss after wards  .</span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">The amazing matter is that Limbus are  less then 10% in the area which they wish to establish as the Limbuwan Pradesh .</span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">A kind of curiosity emerged in to my mind ,do the Limbu people simply wish to show their existence in the present transitional period of  restructure of the nation or something else is hidden behind this movement .</span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">As a student of social science, I remembered sir Dor Bahadur Bista, who told nationalism is in crisis because of  the regionalism before 25 years ago . The same hypothesis came to be true in course of reviewing literature about this movement.</span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">King Prithivi Narayan Shah had given certain land of the east Nepal to the Limbu people  while conquering the Nation .He had fear with these Limbu people ,so he convinced them with the compermise that,he would  grant the Kipat land to limbu people and for this the limbu people had to approv his activities and they would not attack him .</span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">Later The East India Company would attack and conquer Nepal in India .But they were also afraid of the physically strong and brave Limbu peoples . so they conspired to weaken Nepal by  recuiting the Limbu peoples in their national Army. they  forwarede the same policy by taking the rest of limbu people in their tea state- sikkim and darjilling .</span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">During this period, the local Brahmins were very claver because they would go Banaras , take study and come back to their own villages. Till this time the Brahmin had not so much land in the area of limbu people.Besides the king Prithivinarayan Shah had restricted the Limbu people from selling the Kipat Land .So now the educated and claver Brahmins conspired over the gentle Limbu People and in a Royal Visit they made the king to grant freedom of selling  the kipat land as per their desire. Now the clever Brahmin captured the kipat land in their hands and made the remaining Limbu people penniless with different legal and administrative conspiration .</span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">Now a days the Limbu people have also been enlightened with education and knowledge. </span><span style="font-size:13pt;color:#244061;"></span></font><font face="Calibri"><span style="font-size:13pt;color:#244061;">So they have also been struggling in quest of their originality. I think all the above facts are the basic background for their this movement .still I don’t think that their demanded area should be declared as the Limbuwan independent area and every thing there should be carried with the original Limbu custom, tradition and language .Because this area is also origin area of other cast and community . if we separate our nation with particular culture and language we will be entrapped in a very gloomy forest of undevelopment.  So I ;d like to suggest these Limbu leaders to accept the existence of others too .</span><span style="font-size:13pt;color:#244061;"></span></font><span style="font-size:13pt;color:#244061;line-height:115%;"><font face="Calibri"> </font></span></p>

Difference is simply of degree of quantity of their devotion, determination and commitment for the mutual compromise and commitment.  </span></p>
<p align="justify"><span style="font-size:13pt;color:#4f6228;font-family:'Calibri','sans-serif';">We know that in our traditional society the parents of the candidates for the marriage would search and determine the marriage patrons for their child, and in course of their conjugal life they would fall in love with each others. Besides we have been also seeing that the early teenager students of high schools have been engaged in love wishing to convert their affair in to a conjugal life. I think both of the culture of love and relations are not sustainable and meaningful at all.   I don’t wish to prove that love and arranged both system of marriage are completely wrong. I simply wish to extend another mode of relation, which I think, would be more sustainable and meaningful through out life.    <span id="more-15"></span></span><span style="font-size:13pt;color:#4f6228;font-family:'Calibri','sans-serif';">You have completed your basic academic course, i.e. at least bachelor’s degree and struggling for your carrier. You have just a crossed your teenage still you are not matured physically, mentally, and economically for getting marriage, still you realize that you need an accompany of a constant friend of opposite gender, than I think is the proper time of making a strong commitment with the particular person  for making your  entire life meaningful and full of romance.    </span></p>
<p align="justify"><span style="font-size:13pt;color:#4f6228;font-family:'Calibri','sans-serif';">In this period if you could identify a genuinely nice friend of opposite gender and make a proper commitment with him or her, it would certainly bring a result of great quality and quantity as well. It is also because of the synergy effort of the newly made couple. It becomes that, if you alone struggle , you may produce outcome 2 and in the same manner if your life partner would struggle in his or her own manner she may also produce out come 2 which would be 4 in total. But if both of you struggle for the same outcome with mutual effort, the outcome with the same quantity of struggle can be 5. This extra outcome 1 of you and your friend would be bonus for both of you which would be a valuable assert for your future life.  </span></p>

It mostly depends on the role of your life partner that you wish your life partner should fulfill in the rest of life with you. So, regarding the above role you should expect the attributions that he or she should possess. Besides you may have a portrait of your fictional life partner printed within your Imagination since so long.  In some of the cases we have also seen that a particular person becomes highly impressed with a peculiar man of opposite gender even in a first glimpse and behaves in a very familiar manner as if both of them were very familiar with each other. </span></p>

<p style="text-align:justify;margin:0;" class="MsoNormal"><font face="Times New Roman">Today also in Biratnagar, remained tense. People heard two different notices from miking in some parts of Biratnagar, one of from the CDO office about the curfew and the next about the invitation for the participation for the rally of madhesi people. Today the madhesi people had planed to violate the order of curfew, to enter the Biratnagar jail and then release Mr. Badri Mandal, one of the ministers of the time of king’s direct ruling period. </font><font face="Times New Roman"> <span id="more-14"></span></font></p>
<p><font face="Times New Roman">More than 3000 people had reached to the bridge of Singhiya River at Hatkhola with swords, bamboo sticks, rods and hashiya linked in a long stick<span>  </span>on their hands as their weapons at 2: 30 pm. Police tried to <span> </span>stop all of them<span>  </span>beyond the bridge, beyond the curfew area. But it becomes very futile and all of them entered the curfew area in front of the Biratnagar jail. It seemed that as if the police had applied very little force to control the movement. They damaged some public Buses parking in the side of the road, near hatkhola Bus Park. Then, police started firing the tear gas. After few minutes the mass was driven towards across the bridge. More than 2000 pahadhe people including women and children of Madhumara, Saraswoti Tole and Hatakhola were seen gathering in the sides of streets to view the crash between police and the madhesi people. They did not respond towards the madhesi people; neither the madhesi people attacked them. Still the madhesi people keep on attacking police with stone, catapult and bow &amp; arrow. Now the police started firing tear gas to the madhesi people, but they returned the cells of the tear gas towards the police. This like crash continued till 7 pm. So the local administration has increased the time of curfew two hours more, till 8 pm. More than twenty people are told to have been wounded in that crash including the police and the demonstrationists. Three ambulances were seen standby near the hatkhola bus park. All of these were seen carrying the wounded people both police and the demonstrationists to the hospital.</font><font face="Times New Roman"> </font></p>
<p><font face="Times New Roman">The madhesi workers who had been working (dish washing) in the pahade peoples houses at hatkhola, madhuramara have started to say that they could continue their works only in the morning because they have to join the rally in the noon and evening. One of the dish washing madhesi old women in my friend’s home told, she would get Rs 200 by joining the rally. Today my uncle came to my house Biratnagar form Karsiya in rickshaw. Karshiya is 15 KM east from Bitatnagar. He had to pay Rs 200 as rikshaw fare, as it was of Rs 20 in the bus. The rikashaw driver told he refused to join the rally although one of the local madhesi leaders had proposed him to give Rs 500 if he stayed in the front row and Rs 200 if he stayed in the middle or the last row of rally at the time of crash with the police. My uncle asked “why you denied that amount?” “It is risky. I could be killed or at least wounded in rally. Rather I can earn more than 500 a day with this rickshaw with out any risk” he replied. </font><font face="Times New Roman"><span>                                                                                                                                                                                                           </span></font><font face="Times New Roman">Life style in biratnagar has been worsening. Pahade people have been entrapped in their own houses. It is heard that the madeshi leaders have assured their innocent activists to chase all the pahade people and accommodate the poor madheshi people in their big and beautiful houses. <span> </span></font><font face="Times New Roman"> </font></p>

			<content:encoded><![CDATA[<p><font face="Times New Roman">Government has sealed one petrol pump in Katmandu accusing to have done illegal mixture of petroleum products .Mixture in petroleum production is a very common motion especially for the consumers of petrol in Nepal. Few years ago the operators of the petrol pump used to mix kerosene with petrol and diesel as well .But as the government has raised the cost of kerosene almost closely to the cost of diesel, their intention have been attracted towards the mixture of kerosene with petrol. Now the cost of petrol is Rs 67, kerosene is Rs 47 and of diesel is Rs 52.50 per litter. with this price chart, We can conclude that if a petroleum dealer can sell 1 litter kerosene in the cost of diesel he gets Rs5.50 as profit, and if he sells one litter diesel in the cost of petrol he gets Rs 14.50 as profit and if he can sell one litter kerosene in the cost of petrol he gets Rs30 as profit .which is the largest amount of illegal profit from mixture. <span> </span>Besides they get 3% of total sale amount. <span> </span></font><font face="Times New Roman"> <span id="more-8"></span></font></p>
<p><font face="Times New Roman">This illegal mixture of petroleum products not only make economic exploitation it also harnesses the mechanical condition of vehicle and raises the ratio of air and sound pollution from vehicles.</font><font face="Times New Roman"> </font></p>
<p><font face="Times New Roman">The department of trade and the Nepal oil corporation itself have been making effort to control this like illegal mixture of petroleum products; but the result is not very satisfactory. So I think the consumers themselves should make aware for controlling this like activities. </font><font face="Times New Roman"> </font></p>
<p><font face="Times New Roman">I think if the related authority and other organizations working in the field of consumer’s right should aware the victimized consumers for it by providing general information about the syndromes of mixture. Besides if they could provide simple tools and techniques of testing the purity of petroleum products in each of the petrol pumps, the consumers themselves can monitor and can complain to the related authority if something is wrong in the quality. <span> </span></font></p>

<p align="justify"><font face="Times New Roman">The madheshi movements have been diverted towards the violence and anarchy in biratnagar since 15 th of magh as they destroyed a motorbike of an employee of biratnagar custom office and beat him inhumanly in a brute manner. From the same day people of biratnagar have been entrapped in curfew. </font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">The next day; ie; 16 th of magh a group of 30 madheshi people came with some domestic weapons to puspalal chowk and threatened the local inhabitants to close the windows and doors of their houses and stay inside the houses. When the pahade people denied doing so; they threatened to attack them. But before they attacked them the pahade people including the old men, women and the child beat them and make them to escape away from there.<span>  </span>After few hours madheshi people in around 500 of numbers came to burn the houses of pahadhe people, to loot them and to kill them. according to the one of the arm police in duty that time most of them were in intoxicated condition. As the gang across the ghinaghat bridge and almost reached the puspalal chowk, all the pahade people including women and children came out of their houses with the stones and sticks, attacked them, wounded them and make them escape away from their country ward. In this crash three madheshi and one pahade people were wounded. Later the pahade people themselves provided one critically wounded madheshi man primary health service and carry him in to the hospital. In spite of informing the police in the time, the force reached there only after so long time when the situation was in temporally peaceful condition. Biratnagar city also remained disturbed this day. More than thousand madheshi people with iron and bamboo stick in their hands were seen moving in the streets of biratnagar core city.</font><font face="Times New Roman"> <span id="more-6"></span></font></p>
<p align="justify"><font face="Times New Roman">The same day this like crashes had been held in different parts of biratnagar. Katahari, duhabi, banswari, mills area and bargachhi as well. One died in Rani area and many others wounded in the crashes.</font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">The next day ; i.e.; 17<sup>th</sup> of magh , around one thousand madheshi people came to puspalal chowk with domestic weapons like, sword , iron rod, bamboo sticks and bow and arrow as well. This time the armed police force came in the right time and dispersed the mass with high firing<span>  </span>and tear gas . The intoxicated madheshi men were badly irritated for not being able to take revenge over the pahadhe community .In course of escaping away towards their houses they looted the Japanese parents chicken kept for reproduction of hatchery from Mr. Kesher bd. Shrestha’s chicken farm situated at baijanathpur VDC, 2 km east from puspalal chowk. Before that they had entered to loot the chickens from the hatchery of Mr. Bishnu sigdel situated in the same place. But one of the madheshe women employee of this hatchery tactfully suggested that it was madheshe’s hatchery and they should loot the hatchery of pahadhe man; i.e.; of keshar bd. bistas hatchery, next to that one.</font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">This mass had been led by Mr. Mohan Sardar , the president of ‘Batar central committee’ and<span>  </span>ex pradhan pancha of jhorahat VCD ; Bab Bahadur Khawas , the elected president of bijnathpur VCD from UML ;Bhuwaneshowr kr mandal, the ex pradana pancha <span> </span>of tankisinuwari; babu Prasad yadav,<span>  </span>district leader of nepali congress <span> </span>, Shyam Lal Tawedar <span> </span>district leader of nepali congress ;<span>  </span>Umesh Yadav , leader of congress who was sent to prision few years ago <span> </span>accusing of murder of gore lama , an ANNFSU leader in mahendra morang campus<span>  </span>and who had also publically misbehaved Sher bahadur Deuba in Biratnagar is also<span>  </span>seen in the front line of this movement.</font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">In the evening of 18<sup>th</sup> magh two diverse rumors spread in puspalal chowk; the pahade habitant and in ghinaghat ; the madheshi habitant. Pahade people heard that around 2000 madheshe people had been coming to attack nepali people, burn their homes and loot them towards puspalal chowk . <span> </span>But the madheshi people heard that more than 30 trucks of pahade people from biratnagar, ithari and dharan have acrossed the ghinaghat bridge and started killing madheshe people. It was around 7:30 pm. curfew was spread all over Biratnagar . Both party informed the police. The police told that they alone could do nothing; the community also had to be alert for their self protection. Both parties were amazed to hear that like non responsible answer from the police.</font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">In such an ambiguous situation the madheshi people escape away to rescue themselves from ghinaghat and baijanathpur towards jhorahat and the Pahade people came out of their house to face the attack of madheshi people in their roads and country wards with sticks and stones. Later when they knew that it was nothing than a rumor they came back home and slept down but the madheshei people could not sleep with terror. </font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">From 19<sup>th</sup> of magh some peace loving civilians suggested for ending this like dual and suggested for<span>   </span>harmony really in different places of biratnagar. In puspalal chowk, such rally was held the same day. It was very small in number so the local civil society declared to manage it the next day with attendance of large mass of both pahade and madheshe community. But because of lack of proper co-ordination between these two communities it has been dismissed till the day. But the rally has been successfully done in 9, 11 and 13 wards of biratnagar. </font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">In spite of the promise of government to change the interim constitution as per the demands of madheshi people and invitation of government to them for the negotiation they have not modified the manner of their movement. Neither the violence has been stopped. In 20th of magh the demonstrationists have destroyed an ambulance and few motorbikes in biratnagar. And today; 21<sup>st</sup> magh they have attacked the journalists and destroyed their motorbikes and accessories in Tankisinuwari. </font><font face="Times New Roman"> </font></p>
<p align="justify"><font face="Times New Roman">The movement has made the life style of whole nation very tormenting. Short and long root passengers have been disturbed very much. People have to travel 2o km distance of ithari and biratnagar paying up to Rs.200, as it was of Rs20 fare in bus. People have to pay up to Rs.6700 for chartered aero plane fare of per person to ktm as it is of 3605 in regular flight. The daily wage holding people have been suffering for their lively hood, and the students have been loosing their academic for three weeks. Who will understand the agony of all these people?</font></p>

I tried the same day and got success too. I am sure the quality of page design of  my website was surely not satisfactory at all, still I was so much happy  because that day I could achieve a web site of my own . and this much was matter of satisfaction for me .  Then I felt that I had achieved a global open diary where I could express all my feelings . may be these feeling related with my  professional life , or academic life or political perception and even my absurd feelings of my adolescence . </span><span style="font-size:13pt;line-height:115%;"><font face="Calibri"> </font></span></p>
